Republican efforts to repeal and replace Obamacare Thursday received a boost from Congressman Gary Palmer (R-Hoover). Palmer introduced an amendment that creates a risk-sharing program. Insurers would be reimbursed for people with expensive illnesses. "We want to do something that brings down premiums, make sure that we take care of people with pre-existing conditions," Palmer said. The amendment sets up a federal program for three years. States would take over the program after that period. Palmer says the proposal is based on a successful program in Maine. The idea has support from both moderate and conservative Republicans, a sign that the GOP's effort to replace the healthcare law could be gaining momentum.
