The Republican-led Alabama House Tuesday passed a bill outlawing most abortions. The vote was 74-3. The "no" votes came from Birmingham Democrats John Rogers, Mary Moore, and Rod Scott. Most Democrats simply refused to vote. The measure, sponsored by Rep. Terri Collins (R-Decatur), makes abortion a felony except when the mother's life is in danger. Collins contends that the time is right for Alabama lawmakers to be heard. "You've seen conservative states pass pro-life legislation, and you've seen liberal states pass legislation that I feel was horrifying," Collins said. Democrats spoke out against the bill, saying decisions about a pregnancy should be left to the woman. Rogers, before the vote, declared that he knew there was no chance for his side to prevail, saying: "When you know you're whooped, you know when you're whooped!" The legislation is certain to be challenged, if it becomes law. Collins expressed hopes that the U.S. Supreme Court would use the case to revisit Roe v. Wade. The bill now heads to the Senate.
